well pump your agility up.
once you have done that pump it up some more
through training room and through items.
once you get your agility up to 100 get it up to 200.
then boost perception, strength, charisma and reputation.

the tutorial says only your toughness reduces damage from guns.
and a good hunting rifle ignores 60% of your defence.
but Defence = toughness+defence from items.
but defence from items don't count against guns.
so does the good hunting rifle ignore
60% of (Tougness+defence from items)?

or what?

wow! Opinion seems to differ quite drastically. I have been using for quite a while the following:

Requirements: LEVEL: 40, KNOWLEDGE: 18

which I bought for 1.5K
The scythe is definitely far superior but I think 150K is way over-ambitious. Personally I would not spend more than 50K on it......
in fact.....
just to labour the point a tiny bit THIS is an item worth a lot nearer the 100K reagion, rather than the scythe:
