I was wondering how closely matched clans need to be in order for there to be a chance of getting Points of honour from a seige. Is it based on the entire clan points or only by those who have joined in the seige?

It is neither. It is how much damge the clans do. If 1 clan did 2100 damage in a siege and another did 4000 damage there would be PoH given and lost. but if the 1st clan did 1950 damage there would be no PoH awarded. In other words if 1 clan does 2x or more damage than the other, no Poh is given.
