  Wrong sum on item?

Id in game: TwoSwords

Problem description: I check amount of perception in item Epic Hawk`s Ring of the Bat and something is wrong...

Epic Hawk`s Ring of the Bat
Ring
Effects: APPEARANCE -6, REPUTATION +11, PERCEPTION +21, AGILITY +11

Epic Ring of the Bat
Typ: Ring
Effects: APPEARANCE -6, PERCEPTION +11, AGILITY +11

Epic Hawk`s Ring
Ring
Effects: APPEARANCE +7, REPUTATION +11, PERCEPTION +11

Sum of perception should be 22.. Isn't it a bug?

Edit:
Ow.. And appearance shouldn't be +1?

The effects are summed at normal and then given bonuses, not the other way around
