You are putting way way way too much emphasis on VAT and other taxes. The government can borrow (and does yearly) vast amounts so dont give me that bullshit about there is no money.
All you have to do is spend money to get out of a recession....
government borrows to spend money on creating jobs, people get employed start spending their cash, this casuses others to gain profit and thus they have cash to spend etc etc..... i have no idea how you dont see this, its hardly a complicated thing im trying to explain here. \o_O/

im not the only person with a pair, mortis has a pair too, as do a few others but they wont sell... mortis is your best bet for a seller
keep the youth as you will need the strength for the shorts and capes etc or other ranged weps.
bat is good if you can get the appearance for it.... titanium rings of bat would be nice lol (would solve str problem and give a massive boost to your combined percep/agility).
headband of precog would probably be better than your current headgear, deadly headband of precog will have insane requirements :/
oh and the point about the light shorts of sun was that they will make it easier for defence requirements on the tattoo and probably could be equipped at a higher level than your shepherd... plus they give appearance which would be useful if you opt for bat jewelery

Tis tattoo could potentially give ranged an extra 2 attacks as it has one built in and allows ranged users to use the solar set.
I for one wouldn't use the vengence suffix as the penalties are just too harsh for my likings.
But if i had a solar set i would switch over to this tattoo immediately and exploit the extra damage and attacks from the set plus the tattoo. Not to mention the extra def/regen would be kick ass.
Think near enough vlades damage only with the ability to dodge and regen hp with even more attacks and a better chance to hit >_>

gender has little impact upon it really although arguably in the short term female would be better as you could get an easy 5 more perception just from using a headband... however u cant get as much rep due to jewelery restrictions :/
im a cultist hunter and dooz is right i dont use my searing blood im ambush very often i tend to use cats path to make up for the lack of +hit on the tattoo. If i were an absorber i'd be a collector as i could compensate for their lack of crits with my power of blood
its all about identifying the strengths and weakness of each tattoo and working out if your arcana/race traits or whatever can fill those gaps and make it work for you

Watch "Rec" and just have subtitles if u cant speak spanish it's well worth it

I've highlighted that as its completely pointless purchase dont waste your stones on it it wont work with the tattoo >_>
Try to assemble a rep kit ie. high rep jewelery/shorts and if possible 2x friendly knives/daggers of conqueror then go hunt snipers/and high percep 2h gun user. You wont need to worry too much about agility against them so just pour stuff into rep to get the 90% success chance of ambush and max hp.
The rest of the above kit would be a good starter place.
Elvish cape would be preferable to a shirt and try to get 2x light xxx of hitting (thunderfists being the best to aim for) for weapons, you dont need to worry much about crit chance on a wep since you'll get a decent amount from elvish armour and your tat
Oh and go for a mask not a hard hat, sure you wont be able to equip it so high but the BP boost is pretty useful and when u can equip it on good +5 u get a wicked punishment effect from it
