Well, if you work with some quantal gauging stations switching between quantal-time and quantal-locality you could realise a rng, but I'm drunk and not a physicist so I wouldn't count on that idea.
I'm in doubt that a human can be random without a pattern, anyway it wouldn't change the game system at all if it would be real random, the only thing that would change is that with a real rng you have no possibility to (re-)calculate it

I don't think the arcana of thoughtcatcher is useless even under 207 points, the reputation boost from the arcana helped me alot from the beginning just to come in other squares and say "hi" without changing equipment.
On the other hand the arcana kind of weak in expos or sieges, that's true; but I think it's fair. The attacks brings also a lot of points (and since the patch poh) and because of the reputation you get often a successful ambush so I don't think thoughtcatcher are underpowered.
(btw I play a lvl 61 thoughtcatcher)

Indeed the price is an indication but it proves nothing, so I think the right procedure would be to talk with the involved parties instead of blaming them in a public place and ban them without more than one simple indication. I think it was a overreaction. And yes it is hard to prove a push, but it isn't the gamers problem.
A good gameadmin has to react justified not quick.

You get the house even when the sherif is dead, you get the key from his son (if you disarm the bomb of course), but the explosion is funnier and the main 'megaton' quest from Moira Brown is also there if megatown has its 'accident' (well, she's a ghoul than, but the inner values counts xD) anyway if you blow up megaton or not: there is no need to save the sherifs life ;b

At beginning you get a good weapon from the sheriff in megaton. If you're evil than just kill him. If you are good talk to the guy in the bar (I forgot the name, sorry) who will destroy megaton, say that you will do it, go to the sheriff sneak on the evil guy, than follow the sheriff. it comes a dialog and the evil guy will shoot the sheriff and than you can shoot the evil guy (lol it's hard to explain without names, but I can't look yet :/). Raiders have sometimes good weapons (rocket launcher, mashine gun ...) and the armor is good at the beginning. I would do the 'reilly rangers' quest asap because their armor is great (but it's hard to rescue her team)
