From Tutorial:
* Character level modifiers. Each opponent has a level cap beyond which players gain less experience points. For every character's level that is:
lower or higher (on Necropolis type realms) higher (on Underworld type realms) than the limit the character gains 10% xp less. Character's level cap for White Dragon is 48 level. Every better opponent has its cap increased by 5.

You get:
61 - 1%
63 - 1%
65 - 1%
67 - 1%
69 - 1%
which gives 5 % from lvl 60 to 69.
From lvl 70 You will get 1% every lvl.
EDIT:
I have 61 lvl on polish R2, and I don't get 0.5 % easiness bonus on 60 lvl, but i get 1 % on 61 lvl. I check this on eq and buildings!!!

I play on R1 too and I don't have any lags. Maybe it's something with your internet service provider?
