epic hard ring (-5%) + epic ring of blood (+18%)= epic hard ring of blood (0 %)

I see your suggestion only from high level point of view.
my suggestion for you are try playing with your best ability on necropolis server, french (necro and moria) server and/or tr/ru,
you will see "the bw world"
you said the problem is tremendous concentration of power in few clans.
why dont devide the clan (without clan max), they wont do that, why, because mostly people look safety+nice-clan-item/advancing than wars without take care the clan. if thats they want it, up to them.
try look at tr server, what happen if max clan only 20.
you want to clustered top clan without looking from wide point of view.
with clan building feature, I doubt it possible make another clan in "instant" for long run.

you are correct, but thats for proceed item.
incoming item - processed item to shelf - output
in necropolis,
offer trade item at previous shelf item owner still same, item at shelf 5 offer, trade and still at shelft 5, usually at necropolis french server they must put item in shelf 10.
other item from quest and drop always at shelf 1
in underworld, quest, expo, arena item at shelf 1 and item from auction item put at shelf10.
the idea is to make one door to all incoming item then do "It takes 3 clicks to move items to a different shelf".
well if you're didnt manage your item yet like this, you can ignore this idea.
