What about instead of them being random, they were an upgrade past Perfect?
Mixing it with the current system would be a pretty big rejig, so what if instead of shuffling all of that to make an Epic item you had to merge 2 items with the same base?
From there you could then have it that merging two Epic items of the same base would give you its unique form?
So merge two P+5 flamethrower for an Epic flamethrower, then two Epic flamethrower for its Unique version.
Replace blind chance with hard work. Long term hard work, which can keep people going at high levels.
Maybe even gate it behind and eventual Act 4?

For now they have caused enought problems on Necro servers. It'll be quite some time before they are introduced on Underworld

I would be very interested in some form of past-Perfect upgrades for later game play, but as Nndungu has warned before random Epic item drops on a Moria/Underworld server looks more and more like Pandora's box waiting to happen... :/
