To give perhaps a slightly clearer explanation, every time you level up there is a different selection of players you can hit, selected by the level each player is.
Although players are not equal, they have the potential to be. The band of players who are 'equal' gives a selection of players who are off limits, but also a large amount who are available for attack.
This is to stop players who are 1000 points attacking those who are 2 points.
It is just a band of players who are similar levels to yourself, but some players may be a much higher or lower level. This means a strong low level can attack and perhaps beat a weak higher levelled player, and vice versa. This is the meaning of 'equal'.
