Problem description: recently i ahve been starting with 8 quests out of 24 even thoguh i haven;t been on for nearly 24 hours

No cos it would say 8/12 or 16/24 if he was over the limit after prm ended

Yeah, there would be at least 12 quests if it was a premium issue... If only 8 build up then this is something else

I don't really see any bug here.
