When i ambush somebody habens this all the time:
Shailai ambushed ArthasXIV !

Shailai uses arcana Silence of Blood level 4.
Shailai uses arcana Power absorption level 3.
ArthasXIV uses arcana Silence of Blood level 10.

Chance of successful ambush 80,00 %

its all about the random number generator. this governs everything from getting through in ambush, hitting your enemy, them hitting you, passing a quest and finding items in quests.

80% means they have slightly more perception than you have reputation.
