n4d14 won this one.

jackals bid was illegal for two reasons:
regulation 1.b for missing the name(even if there is no doubt on what he meant)

and then also regulation 1.d, because 5 minute rule the last legal bid must be made within 5 minutes after n4d14's bid. Previous rulings have stated that this bid would have to be made at before 5 minutes have passed, meaning latest bid would be 10:04(59)
