it is a demonic item.
demonic items increase damage based on your level, there is no way to check the damage before your level is calculated.
he did not cheat you.

Also, you could've checked in the trade screen the damage YOU would have been able to see and use, in this case being the ~40 damage, as opposed to the sellers ~60 damage.

This could help for future trades?
