Prices changes with time, as big players got already nice squares built, noone wants junk, so if there are no buyers, price got to be lowered too if someone really want to sell and get pops.
argument that junk was earlier per 75 pops/each is simply invalid. Market just works this way if there are many players selling junk - little price is more attractive to find buyer. For example - leg perf magnum price earlier was 150k - now its 20k and lower 
as there were a lot items like this found on quests. So if there is too many - someone who wants to buy it will wait till price will be lower.
also litle price is good for little players who try to upgrade their square not having lots of pops
and to avoid argument that i m one of that big players - i didnt buy any junk since 1 year

Have to agree with ghaldria
Besides, with junk prices low you can actually complete these two tasks without the feeling that you just got a loss of 20k pop in reward;

supply and demand. if junk is plentiful and loads of people are selling people buy from the cheapest place so that drives the price down
if rare and loads of people want it then the price goes up

newbies and noobs, stop selling your good xxx of speed for 225k,250k,275k pop each.
good xxx of speed is worth at the very least 500k pop! ... used to be worth 700-800k pop!!! as it has 3 additional attacks!!!
