Id in game: (I can't seem to find Id, where do I look?) Name is the same: Arkady

Problem description: I can't upgrade Taxi. I meet the requirements: Rep 27, Knowledge 21, but I meet it with items.

This has not been a problem in the past. Could it have something to do with the picture updates?
