Maybe it's because he took 3 of your arcana and when he used his 3 and you used your 2 that resulted in him taking only 1 policeman.

Total arcana: 5 men are taken over.
Absorbed are 3 policemen, arcana works on 2 bodyguards. So the 2 bodyguards you take from him are nullified by the absorbing of 2 policemen he takes from you. Thus in total only 1 policeman being taken over as a result.
If he had absorbed only 2, you would have taken over 1 bodyguard.
If he had absorbed 4, then he would have taken over 3 police guys.
