How about a use it once, then it's gone, Demon Horn that will increase the level of an item by one?

It would just have to do nothing.

In the hypothetical world of the player with literally everything at P+5, you would just have to use it to jack up the value of something about to go on Auction or be sold/destroyed.

If by easy you mean "takes forever but you'll get there eventually", this wouldn't make the hugest dent in that timescale and would be a pleasant random Demon Horn to hit.
