Some tattoos are good, some were good, but are now more or less pointless.

The ones that are good, are the ones that scale with you, i.e. tattoos that provide some % of something, 1/4 every for level, extra attacks etc.

example of bad ones are +15 toughness and +30 defense on monk. They may be useful when you get them at level 50-60 but as you level up they lose their value completely. Same with fixed +to hit bonuses, +75 on simper is hughe when you first get it (+25 perception!!) but once you finish you p5 gear and maybe even throw in behemoth those +75 to hit drown in a ocean of numbers.

That 5th level of all tattoos have their effect changed to something that scale, so the value of the tattoo is more or less the same when you get the tattoo at level 60 and when you still use that tattoo at level 120. Not a simple task I know, but in the long run the only viable tattoos are the one that does scale

Not a bad idea.

Even if it's just something that kicks in at level 100, it's something viable long term.
