One of the possible answers to a survey question "Which of the below changes would you like to see implemented into the game in the near future?" is
- Assigning enchantments to characters
What does that mean?

Since this is a question of the same topic:
what is Epic items 2.0 (for necro and UW). We don't have epic items on uw and now were asked about epic 2.0?

They would be assigned not to particular items but to your character.

Epic items 2.0 would be an feature consisting of new/better epic items for necro and epic items for UW 
These features do not have descriptions as they are not really in development. We are just asking what you would like to see.

The changes we'd love to see in the near future provides us only one option to answer but imo most of the current players would have chosen more than one option. For example I think mobile platform and epic item both are very important but I could only choose one amongst those.
