We are aware that it is much too strong. That's why we'll implement new maximum levels:
100% -> 25%
150% -> 50%
200% -> 75%
300% -> 100%
But during expeditions and KotH, the HP bonus will be DOUBLED:
100% -> 50%
150% -> 100%
200% -> 150%
300% -> 200%
