This thread is for those considering changing or resetting their tattoos so before they actually buy the vast ammounts of premium to do it they can look ahead and having it on a thread on the board is easier for some people to access than through the wiki tutorial

I think it should be sticky. Yes, it is in Tutorial, but here on the forum it's not easy to find: The upcoming patch

I stickied the thread. I agree with Diablo-it is handy to have this here rather than search through the tutorial. Can we fill in the rest of the levels of tattoos also here?

Well if you wanted all the information, you could literally copy-paste from the tutorial since it's ALL there, each and every tattoo, the costs, the stones needed, and hell, unlike here, you can click a specific tattoo name or specific tattoo, and it'd jump you there.
Sorry QQQ, not trying to make you feel bad, but this thread seems like pointless when all the information is already handed to you on a silver platter (wow i think this is the first mean-ish thing i've said on this board, except that argument between me and tiger... or about mercs...)
EDIT: Isn't alot more newbies more prone to checking Tutorials first? And the veterans usually know that something is on the tutorial, save a few.
