I just realized that there are only 11 active clans so that limit with 3 people in 3 rd zone should be increased.
There are 144 free places in 3rd zone but only 3 people from clan can be there.
11*3 = 33 people in active clan so you force 144-33=111 people that could be able to move into 3rd zone to make new clans just to invite 2 other.
You could think of increasing place in 3rd zone up to 9-12 places per clan.
11*9=99 people 11*12=132 people.

i think it should be changed to 5 because as the game progresses, it is going to get more active players and with that, more clans

Yes but for now limit in 3rd zone should be increased even temporary.
