Problem description:

1. In case of auction ending at for example 8 PM, the last offer made on 7:59:59 wins.

In polish servers it's:
" 1. In case of auction ending at for example 8 PM, the last offer made on
8:00:59 wins."

Why it's different?

It was a problem on my auction:
