if you start a quest and then log out, you do not get exp untill you log back on

Yes, they are right.

You did a quest and logged off. The exp and items is counting after next action on account (in this situation this next action is logging in). You logged in and gained lvl from this old quest reports.

I think that this game was constructed in this way to prevent lags. But I can be wrong ^^.
