How does it look like? There is 1 hour to 2nd phase and suddenly 2nd phase begins?

Nope, suddenly the report of a siege has appeared in the pm box, without any 2nd phase.

So there's been normal 18-hours 1st phase and then suddenly report?

There was actually around 17 hours of 1st phase and then report has appeard

It's because game time was set to another timezone than server time. It's been already fixed this morning.
